A sponsor under a recoupment agreement shall not be entitled to reimbursement for the construction cost of any portion of such sanitary sewerage facilities and/or water facilities which are located on or within the sponsoring property; provided, however, that reimbursement will be allowed for any increase in the construction costs for said portion resulting from the fact that, and to the extent that, it was designed to serve other properties located outside the sponsoring property, as compared with being designed to serve only the sponsoring property.
